From August 23, 2021, through October 3, 2021, at 11:59:59 PM EDT (the “Promotional Period”), eligible, vaccinated West Virginians may enter West Virginia’s, “Do it for Babydog: Save a life. Change your life.” Round 2, Vaccine Sweepstakes (the “Promotion”).
Eligible West Virginia residents (eligibility requirements are outlined below) MUST REGISTER at DoItForBabyDog.wv.gov to be entered for a chance to win one of the many available prizes. Individuals who previously registered for “Do it For Babydog: Save a life. Change your life.” Round 1 ARE NOT automatically registered for Round 2, you must register again. Registration will be available for eligible West Virginia residents who are 18 years of age or older for one of the main prizes listed below. Additionally, a separate registration will be available for individuals ages 12 to 25 who wish to enter for a chance to win one of the four-year scholarships to any West Virginia college or university. The fact that you have received a vaccination does not automatically enter or register you for the Promotion. Those eligible West Virginia residents who are unable to access DoItForBabyDog.wv.gov may call the West Virginia COVID-19 Vaccine Information Line at 1-833-734-0965 for assistance. By successfully completing the online entry form by providing all requested information as directed, each eligible participant will be entered into the Promotion.
There will be six drawings throughout the Promotional Period. The tentative schedule of drawings and deadlines for entry are listed below:

To be eligible for an upcoming drawing, entrants must be registered by 11:59 PM EDT on the deadline dates listed above (as the same may be updated from time to time). A single entry will make you eligible for all subsequent drawings: there is no need to re-enter for each subsequent drawing. Winners’ names will be removed from the pool of entrants for subsequent drawings. No person may win more than one prize. If the date of any drawing should change, reasonable notice will be provided and the rules will be updated accordingly.
Winners will be announced and posted on the DoItForBabyDog.wv.gov after the announcement and winners will receive further information on how they can claim their prize. All winner information and eligibility will be reviewed prior to the declaration of an Official Winner. Potential winners’ information will be validated by State of West Virginia officials against data or information held by any applicable agency, including without limitation the Department of Health and Human Resources, the Department of Motor Vehicles, and the Division of Corrections and Rehabilitation.
Eligibility and Verification:
You are eligible to participate in the drawing if you meet all the following requirements:
1. Winners from Round 1 of the “Do it For Babydog: Save a life. Change your life.” promotion ARE NOT eligible for this Round 2.
2. You are a living citizen of the United States and a legal resident of the State of West Virginia with a valid, state issued identification card.
3. You meet the following age requirements:
a. For the main prizes, you must be 18 years or older at the time you register and apply; or
b. For the full scholarship to any in-state West Virginia college or university, you must be 12-25 years of age and, as applicable, have a parent or guardian over the age of 18 register you in the portal.
4. You are not incarcerated (in prison or jail) under the laws of the state, another state, or the United States.
5. You are not an employee or Officer of the West Virginia Lottery Commission or West Virginia Governor’s Office, or any blood relative or spouse of such an employee or officer living as a member of the employee’s or officer’s household.
6. You have received at least your first dose of a COVID-19 vaccine which requires a two-dose series, such as Pfizer or Moderna, or the one dose required for a single-dose vaccination, such as Johnson & Johnson.
7. You received your vaccine from a source that the State of West Virginia and the West Virginia Department of Health and Human Resources is able to verify.
Unable to access the website:
If you do not have access to the internet to enter on the DoItForBabyDog.wv.gov, you may call the West Virginia COVID-19 Vaccine Info Line at 1-833-734-0965. The Info Line is open Monday through Friday from 8 a.m. to 6 p.m. and Saturday 9 a.m. to 5 p.m. If you call the call center to register and apply, you must provide the requisite information, request that you be entered into the drawing, and agree to any terms and conditions. You must have completed registration by the applicable deadline for a drawing listed above, as the same may change from time to time, in order to be eligible for that drawing and any subsequent drawings.
One entry per person:
Eligible West Virginians can only submit ONE entry into the drawings. Prior to the drawings being held, the list of entries will be reviewed, and all duplicate entries removed.
Ability to opt out of certain prizes:
Entrants must affirmatively choose which prizes they would like to be eligible to win. Therefore, an entrant can opt out of certain prizes by not choosing them.
Individuals 12 to 25 years of age who wish to be eligible for the scholarship must register separately through the scholarship portal.
Privacy:
By entering the drawing, whether by registration through doitforbabydog.wv.gov or by providing information through the call center, you explicitly authorize the West Virginia Department of Health and Human Resources to access and share your vaccination records to verify that you have received a COVID-19 vaccination in the State of West Virginia. For West Virginians receiving either the Pfizer or Moderna vaccines, at least the first COVID-19 vaccination must be obtained prior to an entry deadline. West Virginians who participated or are currently participating in a clinical trial for other COVID-19 vaccines are also eligible.
All information submitted online by entrants is subject to, and will be treated in a manner consistent with West Virginia’s State Privacy Policy, which is currently accessible at:https://www.wv.gov/policies/Pages/Privacy.aspx
All information submitted by entrants will be used by the State of West Virginia for the sole purpose of choosing a winning entry and verifying identity and eligibility of the winner. The information will be securely destroyed upon completion of the Promotion in accordance with relevant West Virginia Law and Federal guidelines.
Claiming prizes:
Winners will be contacted by the State of West Virginia and may be provided with additional requests for information necessary to claim a prize. Verification of all requested information must be presented to claim any prize.
In the event that an entry is deemed invalid, a discrepancy is found, or the winner cannot be timely located based upon the contact information submitted, an alternate shall be used in place of the ineligible or unlocatable winner. It is the sole responsibility of the applicant to ensure the accuracy of all information provided, including contact information, and the applicant agrees to hold harmless the State of West Virginia and all officials involved in the Promotion against any and all potential claims related to the Promotion, as further described below.
In the event that the winner does not wish to receive a prize, refuses or fails to provide verification information, does not properly and timely respond to the initial contact of the State of West Virginia officials, that winner may be deemed ineligible, and an alternate may be used. If it is determined that an alternate will be used, the winner that was deemed invalid will forfeit any prizes associated with the Promotion. Alternates will be used in the order in which they were selected (i.e., alternate one (1) will be used first, alternate two (2) second, etc.) as forfeited spots become available.
The promptness and degree of reasonableness of efforts to locate a winner or of any decision to deem a winner ineligible based upon these rules shall be at the sole discretion of the State of West Virginia.
Internet Conduct and Limitations of Liability:
Any attempt by a user, participant or any other individual to deliberately damage the Promotion website or undermine the legitimate operation of this Promotion is a violation of criminal and civil laws, and should such an attempt be made, the State of West Virginia reserves the right to seek the prosecution of and/or damages from any such person or persons as permitted by law. Furthermore, such person may be excluded from the Promotion.
Neither the State of West Virginia, nor the Governor of the State of West Virginia, or any of its employees, commissioners, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, or agents are responsible for late, or incomplete or misdirected entries, or responsible for incorrect or inaccurate information, whether caused by or on Doitforbabydog.wv.gov or by or through the West Virginia Covid-19 Vaccine Info Line, or by any of the equipment or programming associated with or utilized in this Promotion.
Neither the State of West Virginia, nor the Governor of the State of West Virginia, any of its employees, commissioners, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, or agents are responsible for any error, omission, interruption, deletion, defect, delay in operation or transmission, communication failure, regardless of cause, with regard to any equipment, systems, networks, lines, satellites, servers, computers or providers utilized in any aspect of the operations of the Promotion, which may include without limitation, inaccessibility or unavailability of the internet, the website or any combination thereof; theft or destruction or unauthorized access of the website; any injury or damage to the participants or to any other person’s computer(s) or smartphone related to or resulting from participating in this Promotion, or downloading materials from or use of the website.
Random Drawing and Results:
The winners of the drawings will be randomly selected from among all eligible entries received.
Subject to verification of eligibility and compliance with these Official Rules, the potential winners drawn and verified will be declared the official winners of the West Virginia Vaccine Sweepstakes drawings.

General Rules:
All prize details shall be determined in the sole and absolute discretion of the State of West Virginia. Any person who does not meet the eligibility requirements, as defined in these official rules and as determined in the sole and absolute discretion of the State of West Virginia, is not eligible to win.
The State will pay certain taxes and/or fees associated with the transfer of certain prizes. The prize winner will be solely responsible for all applicable Federal, State and Local taxes that the State does not pay. Applicable tax forms will be issued by the State of West Virginia to each winner. The amount of taxes and/or fees paid by the State will be reflected on such tax forms and shall be the final amount paid by the State: any additional monies due because of the transfer of such prize shall be the sole responsibility of the prize winner. All federal, state, and local laws, applicable taxes, and regulations apply.
The drawing prize may be reduced by monies owed to the West Virginia Bureau for Child Support Enforcement, the West Virginia State Tax Division, and/or the Attorney General’s Office, if applicable.
Acceptance of the prize constitutes express permission for the State of West Virginia and its agencies to use the prize winner’s name and/or likeness worldwide, in perpetuity, for purposes of advertising and trade without further compensation, notification or permission unless prohibited by law, in any and all media known or hereafter devised. Further, by accepting a prize, each prize winner agrees to hold the State of West Virginia, including its Governor, any of its employees, commissioners, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, and agents, absolutely harmless against any and all claims and/or liability arising out of the ownership and/or use of a prize. Each prize winner assumes all liability for any injury or damage caused, or claimed to be caused, by participation in the Promotion or use or redemption of any prize. The State of West Virginia makes no warranty, guarantee or representation of any kind concerning any prize (or any portion or feature thereof) and disclaims any implied warranty. By participating in the Promotion, all entrants agree to be bound by the Official Rules.
All materials submitted to the State of West Virginia become the property of the State of West Virginia and will not be returned. Prizes are nontransferable to any other person, including relatives or friends. Fulfillment of the prize will occur approximately six (6) weeks after the respective announcement date.
The West Virginia Vaccine Sweepstakes Official Rules and Drawing Procedures are available for review and may be amended or revised at any time at the discretion of the West Virginia Lottery and/or the Office of the Governor for the State of West Virginia. The drawings will be observed by representatives from the independent third party auditing firm of Suttle & Stalnaker.
The State of West Virginia, at its sole discretion, reserves the right to select and/or change the prize(s) to be awarded as part of this Promotion or end the Promotion prior to all prize winners being drawn.
